0 引言

      城市(shi)軌道(dao)交通(tong)工(gong)程改(gai)造項目,應(ying)貫徹執行(xing)(xing)(xing)新(xin)的(de)規(gui)范標準,在(zai)(zai)施(shi)工(gong)過程中(zhong)不(bu)能(neng)影響線路系(xi)統的(de)運行(xing)(xing)(xing),需充分做好其他(ta)相(xiang)關系(xi)統的(de)改(gai)造及接口(kou)調(diao)試工(gong)作,以(yi)保證本系(xi)統與其他(ta)系(xi)統的(de)協調(diao)。除完成本系(xi)統內(nei)設(she)備的(de)安裝(zhuang)和調(diao)試外,還(huan)應(ying)以(yi)滿足軌道(dao)交通(tong)運營和乘(cheng)客服(fu)務的(de)需求為前提(ti)(ti)。對我國地鐵(tie)火災防(fang)控行(xing)(xing)(xing)業和主體(ti)管理方面存在(zai)(zai)的(de)問題進(jin)行(xing)(xing)(xing)分析(xi),從社(she)會(hui)治(zhi)理和技術(shu)研(yan)究(jiu)方面提(ti)(ti)出了(le)改(gai)進(jin)措施(shi)和建議,為城軌治(zhi)理的(de)新(xin)格局奠定良好的(de)基礎。

1 我(wo)國地鐵的火災防控現(xian)狀(zhuang)

      一(yi)(yi)種是(shi)(shi)進入成(cheng)熟(shu)期(qi),其(qi)基本特征是(shi)(shi)地(di)鐵(tie)運營里程在(zai)400km以(yi)上(shang)(shang),站點在(zai)300以(yi)上(shang)(shang),城區(qu)地(di)鐵(tie)密度在(zai)0.5km/km2以(yi)上(shang)(shang),地(di)鐵(tie)發展(zhan)的(de)趨勢在(zai)于完善(shan)、優化路網結構(gou)并向遠郊發展(zhan)。其(qi)日均客流接(jie)近1000萬,在(zai)城市公交占比接(jie)近或超(chao)(chao)過50%以(yi)上(shang)(shang)。此類(lei)城市一(yi)(yi)般為(wei)超(chao)(chao)大城市,已建立了(le)較為(wei)成(cheng)熟(shu)的(de)火災(zai)防控體系,建設運營主體與政(zheng)府監督(du)機構(gou)和(he)職(zhi)能部門(men)對(dui)其(qi)監管多為(wei)進行法定(ding)審核和(he)不定(ding)期(qi)抽(chou)查,在(zai)火災(zai)和(he)應(ying)急事件處(chu)置方面,因較少發生(sheng)事故而略(lve)顯經(jing)驗不足。

2 電氣火(huo)災監控方案

2.1電氣火災監(jian)控系統探測器設(she)置方案

      根據GB50116—2013《火(huo)(huo)災(zai)自動報(bao)警(jing)系統(tong)設(she)計規范》的(de)規定,剩(sheng)余(yu)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)流(liu)式(shi)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)氣(qi)火(huo)(huo)災(zai)監(jian)控探(tan)測(ce)器(qi)(qi)(qi)應(ying)設(she)置(zhi)在(zai)(zai)(zai)低(di)壓配(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)系統(tong)首端(duan)(duan)為(wei)基本原則,宜設(she)置(zhi)在(zai)(zai)(zai)配(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)柜(箱(xiang))出線端(duan)(duan)。結合(he)地鐵(tie)(tie)的(de)特點,變電(dian)(dian)(dian)(dian)(dian)(dian)(dian)所(suo)的(de)400V開(kai)關(guan)柜非消防負(fu)(fu)荷(he)饋(kui)線回路均需配(pei)置(zhi)剩(sheng)余(yu)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)流(liu)式(shi)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)氣(qi)火(huo)(huo)災(zai)監(jian)控探(tan)測(ce)器(qi)(qi)(qi),部(bu)分(fen)城市地鐵(tie)(tie)在(zai)(zai)(zai)二(er)(er)級配(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)的(de)環控柜或(huo)配(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)箱(xiang)非消防負(fu)(fu)荷(he)饋(kui)線回路也配(pei)置(zhi)剩(sheng)余(yu)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)流(liu)式(shi)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)氣(qi)火(huo)(huo)災(zai)監(jian)控探(tan)測(ce)器(qi)(qi)(qi)。對于采用(yong)剩(sheng)余(yu)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)流(liu)式(shi)傳(chuan)感(gan)(gan)(gan)器(qi)(qi)(qi)難以解決誤(wu)報(bao)警(jing)問題(ti)的(de)饋(kui)線回路,通常(chang)改(gai)用(yong)測(ce)溫(wen)傳(chuan)感(gan)(gan)(gan)器(qi)(qi)(qi)的(de)方案,可選(xuan)用(yong)多傳(chuan)感(gan)(gan)(gan)器(qi)(qi)(qi)組(zu)合(he)式(shi)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)氣(qi)火(huo)(huo)災(zai)監(jian)控探(tan)測(ce)器(qi)(qi)(qi)接入系統(tong)。在(zai)(zai)(zai)地鐵(tie)(tie)工程建設(she)實踐中,一(yi)臺(tai)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)氣(qi)火(huo)(huo)災(zai)監(jian)控探(tan)測(ce)器(qi)(qi)(qi)通常(chang)接6-10個傳(chuan)感(gan)(gan)(gan)器(qi)(qi)(qi),一(yi)個標準地下二(er)(er)層(ceng)地鐵(tie)(tie)車站通常(chang)需設(she)置(zhi)20-30臺(tai)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)氣(qi)火(huo)(huo)災(zai)監(jian)控探(tan)測(ce)器(qi)(qi)(qi)。

2.2現有地(di)鐵安(an)全系統的效能評估與改進

      對(dui)已設計安(an)裝的(de)消防(fang)設施(shi)、設備的(de)系統(tong)(tong)效能(neng)進行(xing)分析(xi),范圍(wei)包(bao)括(kuo)地鐵(tie)內及附屬的(de)消防(fang)隊、站,基于調研和統(tong)(tong)計數據確定(ding)地鐵(tie)消防(fang)設施(shi)是否符合規范要求和常見故(gu)障模式(shi);基于抽樣站點數據確定(ding)其系統(tong)(tong)效能(neng)指標,包(bao)括(kuo)完(wan)好(hao)率(lv)(lv)、可用度、有效度以及故(gu)障率(lv)(lv)和平均維修(xiu)時(shi)間,形(xing)成三維的(de)系統(tong)(tong)效能(neng)評價指標。對(dui)照設計的(de)安(an)全(quan)目標進行(xing)功(gong)能(neng)、過程和區域數據分析(xi),檢測(ce)判定(ding)系統(tong)(tong)的(de)應(ying)用效能(neng)。確保的(de)方式(shi)是建立動(dong)態(tai)客觀(guan)、高效的(de)監測(ce)系統(tong)(tong)來(lai)及時(shi)發現故(gu)障和隱患,并在設計和資源上保障其能(neng)盡快修(xiu)復,恢復到完(wan)好(hao)有效狀態(tai),從而(er)可以確保地鐵(tie)系統(tong)(tong)的(de)運行(xing)安(an)全(quan)。考察整體消防(fang)安(an)全(quan)組織體系建設,基于前述(shu)的(de)地鐵(tie)災(zai)害和危險模式(shi)分析(xi),包(bao)括(kuo)消防(fang)

      設施(shi)和設備(bei)在內,確(que)定其整體組織結(jie)構(gou)和分類威(wei)脅應對(dui)響(xiang)應機(ji)制;根據調研(yan)(yan)和監測(ce)(ce)數據,研(yan)(yan)判其人員的(de)操(cao)作熟練程度,確(que)定其平均(jun)響(xiang)應時(shi)間和管(guan)理(li)延遲時(shi)間,判斷其是否有(you)完備(bei)的(de)消防(fang)安全信息監測(ce)(ce)閉環管(guan)理(li)系統以(yi)及資源保障(zhang)信息。

2.3火(huo)災報警系統的調試實施

      車站(zhan)(zhan)的(de)(de)調(diao)(diao)試一(yi)般在晚上(shang)地(di)鐵(tie)停運后(hou)(hou),1個(ge)晚上(shang)可能(neng)(neng)只(zhi)能(neng)(neng)調(diao)(diao)試1~2個(ge)專業,所以需要耗(hao)費數日才(cai)能(neng)(neng)調(diao)(diao)試完1個(ge)站(zhan)(zhan)。調(diao)(diao)試時(shi),需要在控(kong)制箱(xiang)端拔掉舊(jiu)(jiu)有系(xi)(xi)統(tong)(tong)(tong)線(xian)纜,在拔出的(de)(de)過程(cheng)中(zhong)需做好(hao)標識,之后(hou)(hou)再插上(shang)新(xin)系(xi)(xi)統(tong)(tong)(tong)線(xian)纜。當天調(diao)(diao)試結束后(hou)(hou)恢復(fu)舊(jiu)(jiu)有系(xi)(xi)統(tong)(tong)(tong)線(xian)纜,同時(shi),恢復(fu)舊(jiu)(jiu)系(xi)(xi)統(tong)(tong)(tong)通電,啟(qi)動無誤(wu)后(hou)(hou)再撤離現場,保證原5號線(xian)火災報(bao)警系(xi)(xi)統(tong)(tong)(tong)的(de)(de)正常運行(xing)。車站(zhan)(zhan)調(diao)(diao)試完成后(hou)(hou),完成相關(guan)的(de)(de)審核和校(xiao)驗(yan),相關(guan)功(gong)能(neng)(neng)和手續確保無誤(wu)后(hou)(hou),在設備(bei)端接上(shang)新(xin)系(xi)(xi)統(tong)(tong)(tong)的(de)(de)線(xian)纜以替換掉舊(jiu)(jiu)系(xi)(xi)統(tong)(tong)(tong)的(de)(de)線(xian)纜,使車站(zhan)(zhan)和控(kong)制中(zhong)心系(xi)(xi)統(tong)(tong)(tong)能(neng)(neng)夠監控(kong)系(xi)(xi)統(tong)(tong)(tong)設備(bei),并維持運轉10天,在此過程(cheng)中(zhong)檢驗(yan)系(xi)(xi)統(tong)(tong)(tong)運行(xing)是(shi)否正常。

2.4火災發(fa)生控制

      火(huo)(huo)(huo)災(zai)發(fa)生(sheng)的(de)(de)(de)時間(jian)、地(di)點具有相(xiang)當的(de)(de)(de)不可預見(jian)性,具有破(po)壞性強(qiang),危(wei)害嚴重,易造成秩序混亂等(deng)特點,也是城市軌道(dao)交通安(an)全防范(fan)的(de)(de)(de)主要事件之一。當車站(zhan)發(fa)生(sheng)火(huo)(huo)(huo)災(zai)時,智(zhi)慧安(an)防系(xi)(xi)(xi)統(tong)(tong)通過(guo)和綜合(he)監控(kong)系(xi)(xi)(xi)統(tong)(tong)的(de)(de)(de)融合(he)接口,迅速(su)定位火(huo)(huo)(huo)情(qing)發(fa)生(sheng)的(de)(de)(de)位置,通過(guo)視(shi)(shi)頻監控(kong)系(xi)(xi)(xi)統(tong)(tong)調取火(huo)(huo)(huo)災(zai)點的(de)(de)(de)現(xian)場(chang)視(shi)(shi)頻,按照設(she)定的(de)(de)(de)報警級別,發(fa)出(chu)聲光報警,記錄事件,界面顯(xian)示(shi)應急(ji)處理流程(cheng),告知車站(zhan)管理人員(yuan)前(qian)往(wang)處理。同(tong)時系(xi)(xi)(xi)統(tong)(tong)實(shi)時聯動觸發(fa)公共廣(guang)播循(xun)環(huan)播放乘客疏散(san)語音(yin),乘客信息(xi)系(xi)(xi)(xi)統(tong)(tong)顯(xian)示(shi)乘客疏散(san)信息(xi),環(huan)境與設(she)備(bei)監控(kong)系(xi)(xi)(xi)統(tong)(tong)啟動相(xiang)應的(de)(de)(de)火(huo)(huo)(huo)災(zai)模(mo)式,自動售檢(jian)票系(xi)(xi)(xi)統(tong)(tong)打開(kai)閘機,視(shi)(shi)頻監控(kong)系(xi)(xi)(xi)統(tong)(tong)顯(xian)示(shi)火(huo)(huo)(huo)情(qing)區(qu)域、臨近區(qu)域、疏散(san)人員(yuan)的(de)(de)(de)圖像信息(xi),門禁系(xi)(xi)(xi)統(tong)(tong)打開(kai)相(xiang)關(guan)

區域門禁,確保(bao)乘(cheng)客(ke)安(an)全有序的撤離。

3 對風(feng)管采取(qu)防火保護措(cuo)施

       需完(wan)善風管耐火(huo)試驗(yan)的相關標準,普通風管判定標準為完(wan)整性(xing)和隔熱性(xing),消防風管判定標準為穩定性(xing)、完(wan)整性(xing)和隔熱性(xing)。

      應根據(ju)吊(diao)頂(ding)的(de)防火(huo)性能,決定是否縮(suo)短吊(diao)頂(ding)內風(feng)管的(de)耐火(huo)極(ji)限,且(qie)縮(suo)短時(shi)間不超過吊(diao)頂(ding)的(de)耐火(huo)極(ji)限。

      風管防(fang)火(huo)保護(hu)段不應開(kai)設風口,當(dang)開(kai)設風口時,此段風管可不設防(fang)火(huo)保護(hu)措施。

      軌道交通中(zhong)風管穿越防(fang)火分隔(ge)體(ti)(ti)處(chu)無(wu)論是否有防(fang)火閥(fa),均應設防(fang)火保護措施,其耐(nai)火極限(xian)不低于分隔(ge)體(ti)(ti)的(de)耐(nai)火極限(xian)。

4 安科瑞電氣火災監控系統

4.1概述

      Acre1-6000電(dian)(dian)(dian)(dian)(dian)(dian)氣火災監控(kong)系統(tong)(tong),是(shi)根(gen)據中心的(de)消防(fang)電(dian)(dian)(dian)(dian)(dian)(dian)子(zi)產(chan)品試驗認證,并且均通過(guo)(guo)嚴格(ge)的(de)EMC電(dian)(dian)(dian)(dian)(dian)(dian)磁兼容(rong)試驗,保證了該(gai)系列產(chan)品在(zai)低(di)壓(ya)配電(dian)(dian)(dian)(dian)(dian)(dian)系統(tong)(tong)中的(de)安全正常運行,現均已(yi)批量生產(chan)并在(zai)全國得到廣泛地應用。該(gai)系統(tong)(tong)通過(guo)(guo)對剩余電(dian)(dian)(dian)(dian)(dian)(dian)流(liu)、過(guo)(guo)電(dian)(dian)(dian)(dian)(dian)(dian)流(liu)、過(guo)(guo)電(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)、溫度和故障(zhang)電(dian)(dian)(dian)(dian)(dian)(dian)弧等信號的(de)采集與監視,實(shi)現對電(dian)(dian)(dian)(dian)(dian)(dian)氣火災的(de)早期預防(fang)和報警,當(dang)必要(yao)時還能聯動切除被檢測(ce)到剩余電(dian)(dian)(dian)(dian)(dian)(dian)流(liu)、溫度和故障(zhang)電(dian)(dian)(dian)(dian)(dian)(dian)弧等超標的(de)配電(dian)(dian)(dian)(dian)(dian)(dian)回路;并根(gen)據用戶(hu)的(de)需(xu)求,還可以滿足與AcreIEMS企業微電(dian)(dian)(dian)(dian)(dian)(dian)網管理云(yun)平(ping)臺或(huo)火災自(zi)動報警系統(tong)(tong)等進行數據交換和共(gong)享。

      當被監(jian)測(ce)回路報警(jing)時(shi),控(kong)制輸出繼(ji)(ji)電器閉(bi)合,用(yong)于控(kong)制被保護電路或其他設(she)備,當報警(jing)消除(chu)后,控(kong)制輸出繼(ji)(ji)電器釋放。

      通訊故(gu)(gu)(gu)障(zhang)報(bao)警:當監(jian)控設備(bei)(bei)與所接的任一臺探測(ce)器(qi)之間發(fa)(fa)生(sheng)通訊故(gu)(gu)(gu)障(zhang)或探測(ce)器(qi)本身(shen)發(fa)(fa)生(sheng)故(gu)(gu)(gu)障(zhang)時(shi),監(jian)控畫面中相應的探測(ce)器(qi)顯示(shi)(shi)故(gu)(gu)(gu)障(zhang)提示(shi)(shi),同時(shi)設備(bei)(bei)上的黃色“故(gu)(gu)(gu)障(zhang)”指示(shi)(shi)燈亮,并(bing)發(fa)(fa)出(chu)故(gu)(gu)(gu)障(zhang)報(bao)警聲(sheng)(sheng)音(yin)。電源(yuan)故(gu)(gu)(gu)障(zhang)報(bao)警:當主電源(yuan)或備(bei)(bei)用電源(yuan)發(fa)(fa)生(sheng)故(gu)(gu)(gu)障(zhang)時(shi),監(jian)控設備(bei)(bei)也發(fa)(fa)出(chu)聲(sheng)(sheng)光(guang)報(bao)警信號并(bing)顯示(shi)(shi)故(gu)(gu)(gu)障(zhang)信息,可進入相應的界(jie)面查(cha)看詳細信息并(bing)可解除報(bao)警聲(sheng)(sheng)響(xiang)。

      當發生剩余(yu)電流、超溫報(bao)(bao)警或通(tong)訊、電源故(gu)障時(shi),將報(bao)(bao)警部位、故(gu)障信息(xi)、報(bao)(bao)警時(shi)間等信息(xi)存儲在數據庫中,當報(bao)(bao)警解除、排除故(gu)障時(shi),同樣予(yu)以記錄。歷(li)史數據提(ti)供(gong)多種便捷、快速的(de)查詢方法(fa)。
